OK I'm out of the chat room now with this topic as have an attachment. ;)
I think I finally got to the bottom of this but would welcome thoughts on any other interpretation other than mine.
Popped some snips from the relevant legislation onto a word document which has hopefully attached .
It is typical lawyer speak but at least you can watch TV whilst on Hook Up as I read section (b)
Section (c) just lets you watch on mobile devices with their own internal battery.
