I had a look at the link from ianorlinda (http://www.ukmotorhomes.net/motorhome-speed-limits.shtml) and the Voas statement says motor caravans are allowed to travel at 70mph on a motorway as they are classified as passenger vehicles.

From the Direct.gov website https://www.gov.uk/motorways-253-to-273/lane-discipline-264-to-266

Rule 265 says that passenger vehicles over7.5 tonnes cannot use the third lane. Therefore passenger vehicles under 7.5 tonnes can use the third lane of a motorway.
